SECTION 8 LINE JUDGES RESPONSIBILITIES

    ART. 3 . . . During the set each line judge shall assist the first referee and second referee by:

        e. Indicating when a player touches a ball that is going out of bounds on the player's side of the net;

If the ball is attacked and does not completely cross the plane of the net and comes back toward the attackers side, the line judge can signal:

    1. Ball out - if the ball lands outside the line

    2. Ball in - if the ball lands on or inside the line

    3. Touch - If the ball lands outside the line and is touched by a player on the attacker side of the net

This means the line judge does not signal touch if the ball comes off  the blocker, does not touch a player on the attacker side of the net and goes out of bounds. In this case, only the R1 or the R2 can determine if the ball touched the blocker.
