Rule Emphasis

    ART. 3 . . . During the set each line judge shall assist the first referee and second referee by:

        e. Indicating when a player touches a ball that is going out of bounds on the player's side of the net;

If the ball is attacked and does not completely cross the plane of the net and comes back toward the attackers side, the line judge shall signal one of the following:

    1. Ball out - if the ball lands outside the line

    2. Ball in - if the ball lands on or inside the line

    3. Touch - If the ball lands outside the line and is touched by a player on the attacker side of the net

    4. If nothing is seen, cross arms

This means the line judge does not signal touch if the ball comes off the blocker, does not touch a player on the attacker side of the net and goes out of bounds. In this case, only the R1 or the R2 can determine if the ball touched the blocker.
